The East Michigan Council of Governments (EMCOG) and the EMCOG Regional Economic Development (RED) Team is pleased to present its 2026-2030 Comprehensive Economic Development Strategy (CEDS) for the fourteen counties of Arenac, Bay, Clare, Gladwin, Gratiot, Huron, Iosco, Isabella, Midland, Ogemaw, Roscommon, Saginaw, Sanilac, and Tuscola counties. In accordance with the U.S. Department of Commerce, Economic Development Administration (EDA) requirements (13 C.F.R. § 303.6) prior to adopting and submitting the CEDS to the EDA, EMCOG must announce the posting of the draft East Michigan Council of Governments Comprehensive Economic Development Strategy (CEDS) for a 30-day comment period. The comment period will conclude on Friday, January 9, 2026.
